Shums Coda Associates is committed to providing our clients with the same care and standard of technical excellence that has been the hallmark of our work for over a decade. SCA has actively supported government staff during disaster-relief and redevelopment programs. In addition, having seen nearly every type of building material and occupancy use combination imagined, we have provided reviews utilizing numerous versions and editions of model building codes, special municipal ordinances, and State and Federal legislation. This wealth of knowledge forms the foundation of the corporation, and provides the expertise to successfully manage every unique client issue or project.
Chief Executive Officer
David has over 30 years of professional experience associated with architectural design and as a plans examiner. He has a Bachelor of Architecture from California Polytechnic University at San Luis Obispo and is a licensed Architect in the State of California. Mr. Basinger has reviewed both complex commercial projects and variety of residential construction, and projects such as commercial, medical, industrial and high-rise construction. He has been a manager of both plan review and inspection services for numerous jurisdictions in Northern California, such as the City of Mountain View, City of Fremont and the City of Danville, and has been a Regional Manager in the State of Arizona.
Chief Operating Officer
Christine has more than 15 years of hands-on experience in strategic planning, business development, project management. She oversees all operational and financial functions at Shums Coda Associates and is responsible for all contract management, finance, information technology, human resources, and administration functions. Christine possesses extensive knowledge in account management, business analysis, process improvement and marketing strategy spanning a multitude of industries including architectural/ engineering, software development, telecommunications and healthcare.
Stephen has over 40 year in the Building and Safety Industry. From Quality Control, Inspector, Plans Examiner, and a Building Official he has done it all. Through his experiences he was able to develop his own successful consulting company where he has been since 1999. Steve is also a successful course instructor for many courses including: The Community College of Denver, Lakewood Colorado – Intro. to Building Codes, International Code Council Contract, Colorado Chapter ICC Educational Institute, Denver, CO, Southern Nevada Chapter ICC EduCode, Las Vegas, NV, Washington Association of Building Officials, Olympia, WA, Arizona Building Officials, Tucson, AZ, Oregon Building Officials Association, Eugene, OR, Utah Chapter ICC, Sandy, UT and St. George UT.
Utah Regional Manager
Jason has 25 years of experience as a building and utilities inspector and plans examiner across the Mountain West region and is an ICC (International Code Council) combination inspector, an ICC certified plans examiner and also a certified a HUD (US Department of Housing and Urban Development) housing inspector, also managing inspection activities at sites from the Utah State Capitol Building to the Peppermill Casino in Wendover, Nevada. Jason’s educational background includes a B.S. in Business Administration from University of Phoenix.
Fred Cullum has over 50 years in the building and life-safety industry of Northern California. He began his career as a Building Inspector/Plan Check Engineer, but quickly rose the role of Building Official. During his municipal service, Fred was instrumental in helping to advance the Peninsula and East Bay Chapters of ICC, as well as the California Association of Building Officials, serving as President of each organization at various times, and is a member of the CALBO Hall of Fame. Fred has been involved with numerous code changes, educational teaching and mentorship, as well as local code committees. Currently serving SCA in the role of Client Liaison and Business Development, Fred provides a tremendous amount of code history and knowledge.
Business Development Director
Terry is the Business Development Director for Shums Coda Associates, providing plan review, inspection, and administrative service to government agencies. He has served as an inspector, plan reviewer and Building Official for the past 50 years. A member if several professional organizations and has served on the California Code 2000 re-write committee. Terry is also an Honorary member of the California Building Officials Past Presidents Association, elected to the building Official Hall of Fame and awarded the State of California’s Helen Putnam Award for Government Efficiency.
Alan has over 30 years in the Fire, Building and Safety industry. He started his career in fire suppression in the Detroit area. Moving to Southern Nevada, he started as a Fire and Safety Coordinator at the Las Vegas Convention and Visitors Center, moving to the City of Henderson as a fire Inspector, Senior Inspector, Deputy Fire Marshal and finally as the Manager of Inspection Services, where he managed fire, building, business license and code enforcement inspectors. He is currently an adjunct instructor at the College of Southern Nevada going on 20 years, teaching various courses such as fire prevention, building construction, fire chemistry, fire protection systems, and hazardous materials. He is a certified Building Official, building inspector, fire inspector and building plans examiner.
Senior Plan Check Manager
Larry has over 40 years in the construction industry, with slightly more than three decades specifically devoted to the building and fire code inspection services. He currently holds twenty ICC certifications, earning him the classification as a Master Code Professional, in addition to Certified Building Official and Certified Fire Marshal. Larry has served as Building Official, Plans Review Manager, and Building Inspection Manager for jurisdictions such as Salt River Pima Maricopa Indian Communities, Saratoga, CA, and Gilbert, AZ. Larry is currently managing the inspections for a two million square foot campus for Google located at the NASA/Moffett Field facility, and this highlights his strengths in managing large Building Departments of over twenty employees.
Project Management Team
Plan Check Manager
Diana has over 15 years’ experience in municipal plan check experience working for the City of Sunnyvale. She is an ICC Certified Plans Examiner and Building Official. Over this time Diana performed thousands of plan reviews for compliance with California Building Codes, State and Federal regulations, including architectural, mechanical, plumbing, electrical, energy and green building reviews. Diana was involved in review of all types of construction projects, starting with residential projects, such as additions, new residences and complex single and multi‐family development, and multiple commercial and industrial projects.
Stephanie is the Operations Manager for Shums Coda Associates, in charge of day to day operations, and project management. Reporting directly to our COO, she helps to ensure Shums Coda’s processes and procedures run smooth and efficiently. She has over 10 years of management experience in the construction materials, and construction management industry. She has held various rolls in operations, business administration, project and construction management, and customer service. Stephanie has been with Shums Coda Associates for just over 4 years and takes pride in serving our SCA clients.
Gil Rossmiller has been a part of the Building and Life-Safety industry since 1975. He began as a construction laborer/carpenter, working into being a self-employed General Contractor. After a decade of success in the construction field, Gil pivoted into a career as a Plans Examiner working for a consulting firm that served jurisdictions in Colorado. Ultimately, he worked into the position of Building Official for the Town of Parker, Colorado. However, Gil’s passion in construction and the Codes led him to connect with and become a Code Educator with Colorado Code Consulting. He is adept at teaching all facets of Code and Code Administration, but has excelled with energy and sustainability requirements. With SCA, Gil continues to provide plan review and teaching services throughout the Country, but is exceptional at leading larger projects through Code requirements and permitting processes.
Energy/Green Code Consultant
Hope Medina has been part of the “Green Team” for over a decade, but is also an ICC Certified Permit Technician, Combination Inspector and Plans Examiner. She excels in complex plan reviews, having worked at the Town of Castle Rock, and the cities of Centennial and Castle Pine North in Colorado. However, she is typically recognized as a National Instructor for energy and sustainability codes, having often been asked to be a keynote speaker for National or International events. Hope has served as the Train the Trainer for the DOE, as well as a Safety Assessment Program with the State of California, and for National Green Building Standards in various task groups or committees. Hope was awarded the Colorado Chapter ICC Presidents Award in 2012, and the Exceptional Commitment award in 2019, as well as the Green Partners of Excellence award through NGBS in 2016 and 2017. Hope is a Senior Plans Examiner and Inspector, but is an SCA leader in Energy and Sustainability requirements.
William’s construction experience dates back into the mid 1970’s. Starting his career as a residential and commercial carpenter and later opening his own construction and design firm. Operating in Oregon and Colorado and specialized in high end remodel work. This work led to his fascination with the building codes. Currently Williams performs plan review and inspections and providing consulting services to jurisdictions, architects, engineers and private industry.
