SCA has actively supported government staff during disaster-relief and redevelopment programs. In addition, having seen nearly every type of building material and occupancy use combination imagined, we have provided reviews utilizing numerous versions and editions of model building codes, special municipal ordinances, and State and Federal legislation. This wealth of knowledge forms the foundation of the corporation, and provides the expertise to successfully manage every unique client issue or project.
Senior Management
David Basinger
Chief Executive Officer
David has over 30 years of professional experience associated with architectural design and as a plans examiner. He has a Bachelor of Architecture from California Polytechnic University at San Luis Obispo and is a licensed Architect in the State of California. Mr. Basinger has reviewed both complex commercial projects and variety of residential construction, and projects such as commercial, medical, industrial and high-rise construction. He has been a manager of both plan review and inspection services for numerous jurisdictions in Northern California, such as the City of Mountain View, City of Fremont and the City of Danville, and has been a Regional Manager in the State of Arizona.
Christine Godinez
Chief Operating Officer
Christine has more than 15 years of hands-on experience in strategic planning, business development, project management. She oversees all operational and financial functions at Shums Coda Associates and is responsible for all contract management, finance, information technology, human resources, and administration functions. Christine possesses extensive knowledge in account management, business analysis, process improvement and marketing strategy spanning a multitude of industries including architectural/ engineering, software development, telecommunications and healthcare.

Jason Bullock
Utah Regional Manager
Jason has 25 years of experience as a building and utilities inspector and plans examiner across the Mountain West region and is an ICC (International Code Council) combination inspector, an ICC certified plans examiner and also a certified a HUD (US Department of Housing and Urban Development) housing inspector, also managing inspection activities at sites from the Utah State Capitol Building to the Peppermill Casino in Wendover, Nevada. Jason’s educational background includes a B.S. in Business Administration from University of Phoenix.
Cole Cloward
Colorado Regional Manager
Cole entered the Building Code Industry in 2017 and has been heavily involved since. He has served on numerous ICC committees and councils and continues to do so. Before joining Shums Coda, Cole worked for the City and County of Broomfield, Colorado, and Grand County, Utah. He has served as an inspector, plans examiner, code consultant, and educator. Cole brings the knowledge of the construction field and combines it with the building codes for a holistic view of building code enforcement.
Alan Ellis
Business Liason
Alan has over 30 years in the Fire, Building and Safety industry. He started his career in fire suppression in the Detroit area. Moving to Southern Nevada, he started as a Fire and Safety Coordinator at the Las Vegas Convention and Visitors Center, moving to the City of Henderson as a fire Inspector, Senior Inspector, Deputy Fire Marshal and finally as the Manager of Inspection Services, where he managed fire, building, business license and code enforcement inspectors. He is currently an adjunct instructor at the College of Southern Nevada going on 20 years, teaching various courses such as fire prevention, building construction, fire chemistry, fire protection systems, and hazardous materials. He is a certified Building Official, building inspector, fire inspector and building plans examiner.
Andre Jean
Governmental Services Manager
Andre Jaen is a building and energy code professional who works at the intersection of technical code requirements, public policy, and real-world implementation. His background includes plan review, inspection, department administration, and advisory work with an emphasis on helping jurisdictions adopt and enforce codes in ways that are both technically sound and practically achievable. Andre is actively involved with the International Code Council, serving in leadership and legislative roles and supporting education and outreach efforts nationwide. He regularly develops and provides training to code officials, builders, designers, and policymakers, translating complex code language into clear, usable guidance. He is also a current candidate for a master’s degree in public administration; Andre is conducting graduate-level research on how building codes and enforcement practices influence housing affordability and stakeholder trust, bringing a policy-informed, systems-level perspective to the future of building regulation.
Terry Knox
Business Development Director
Terry is the Business Development Director for Shums Coda Associates, providing plan review, inspection, and administrative service to government agencies. He has served as an inspector, plan reviewer and Building Official for the past 50 years. A member of several professional organizations and has served on the California Code 2000 re-write committee. Terry is also an Honorary member of the California Building Officials Past Presidents Association, elected to the building Official Hall of Fame and awarded the State of California’s Helen Putnam Award for Government Efficiency.
Hope Medina
Energy and Sustainability Manager
Hope Medina has been in the industry for 15 years. She started her career as a permit technician and worked her way up to an inspector and plans examiner. Hope can provide complete plan reviews and specializes in energy and sustainability systems, as Hope teaches extensive classes in energy and sustainability codes. Her focus has been on the energy and sustainability codes, standards, and practices and has been a part of the “Green Team” for over 10 years. This has led to her receiving the ICC designation of Certified Sustainability Professional and International Code Council’s National Leadership in Sustainability and Energy Efficiency award. Hope is also the author of the Green Construction Code Essentials for the 2021 IGCC.
Barbara Rice
Arizona Regional Manager
Barbara has 24 years’ experience in municipal and other local government agencies. She has served as permit technician, building and fire inspector, plan reviewer, fire investigator, fire marshal and building official in Oregon and Arizona. A member of several professional organizations, including AZBO, ICC, NFPA and IAAI and is President of the AZ Fire Marshals Association. She is also an officer with the Southern Arizona Chapter of ICC and an education committee member of AZBO. She is an instructor for AZFMA and AZ State Fire School. She holds several professional code certifications with ICC and multiple organizations and states. Her education background includes a B.S. in Fire Science, Executive Fire Officer and U of A Eller Education Government Leadership program.
Jessie Sorensen
Southeast Regional Manager
Jessie has over a decade of experience working within municipal building departments. Before joining Shums Coda Associates, Jessie worked with the International Code Council (ICC) as an ICC Authorized Instructor and technical writer. She has assisted in authoring several code reference materials, including the 2024 IPC Essentials and 2024 IMC Essentials. Jessie holds a degree in Architectural Engineering (Cum Laude), with additional certifications in Structural and Architectural Drafting. She has held key leadership positions in professional organizations, including serving as President of the Colorado Chapter of Permit Technicians, Vice President of PermitTechNation, and active roles within ICC Region XI. Her committee work has included contributions to education and disaster mitigation programs, helping shape local and national code policy and training.

Stephanie Stuckemeyer
Operations Manager
Stephanie is the Operations Manager for Shums Coda Associates, in charge of day to day operations, and project management. Reporting directly to our COO, she helps to ensure Shums Coda’s processes and procedures run smooth and efficiently. She has over 10 years of management experience in the construction materials, and construction management industry. She has held various roles in operations, business administration, project and construction management, and customer service. Stephanie has been with Shums Coda Associates for just over 5 years and takes pride in serving our SCA clients.
